MSB2B Consultation
We're holding a public consultation on updates to our licensing scheme for Music Services (B2B) suppliers, currently known as the Supply of Background Music Services ("MSB2B") Licence.
The existing scheme was introduced in 2008. Since then, the market has changed significantly, and we're proposing a revised approach to better reflect today's landscape.

Key proposed updates:
- A revised definition of gross revenue, addressing licensee concerns including hardware costs.
- A clearer pricing structure to reduce confusion across different market sectors.
- Improved reporting forms, with better instructions and more automation for easier submission.
- A new pricing metric (two options proposed) offering a simpler, more transparent process.
- Updated pricing levels that reflect the current value of music rights.
- Greater clarity around advertising revenue, excluding non-music-related ads (e.g. static imagery) from gross revenue.
- A revised definition of site to resolve pricing disparities among licensees.
