Join PRS as a publisher

Music publishers can also join PRS to collect royalties when musical works from their catalogue are performed. In order to be admitted, you will need to satisfy the following qualifying criteria:

  • At least 15 musical works in your catalogue
  • Publishing contract or other agreement in which you acquire the right or licence to publish or sub-publish the work in the territory for which you require PRS to manage your rights

Qualifying criteria

The purpose of such qualifying criteria is to enable PRS to:

  • verify your identity;
  • to satisfy itself that you have an interest in the performing right or share of income arising from the exploitation of that right that is capable of being assigned to PRS (For example, a contract giving you a right to collect the publisher share of money from PRS will not ordinarily be sufficient if you are not able to vest any rights in PRS that capable of being licensed by the PRS);
  • to satisfy itself that at you carry on or intend to carry on a bona fide publishing business in which you undertake to use reasonable endeavours to exploit the works for the benefit of the writers of and/or other parties interested the works in your catalogue. (PRS requires this in order to satisfy itself that, in accordance with our Rules you are entitled to receive distributions of the publisher share in any work of which you claim to be the publisher). You must have at least 15 musical works in your catalogue;
  • to satisfy itself that the performing right in one or more of the works in your catalogue (on which you are relying in support of your application] has been or will be exploited by a person requiring a PRS licence, e.g. a broadcaster...);
  • identify the writers of the works in your catalogue. (To this end, if you have not directly signed any contract with the writer, we may ask you to produce copies of any contracts from the writer to the party from whom you acquired your rights (and any intervening parties)).

Most of the criteria will be apparent from the publishing contract between you and the writer. However, if the contract does not on its own satisfy all the qualifying criteria, we reserve the right to ask for additional information or documentation in order to process your application.
